Don’t Get Scammed: The Truth About Work Visas and MEA Licenses in Punjab

Many people in Punjab dream of working in countries like Canada, the UK, or Europe. Because they want to leave quickly, they often trust agents who make big promises. If you open Social Media platforms, mainly Meta Platforms such as Facebook (Popular among Millenials) and Instagram (Popular mong Gen Z), they pump ads using attractive short videos/reels and make it look so easy. Unfortunately, many of these agents are “thugs” who take your hard-earned money and give you nothing but a fake paper or a simple Tourist Visa. Sometimes, they hand you fake visa and many a times, you get you know of it at the immigration check on the airport.

If you are planning to go abroad, you must know these rules. It is the only way to protect yourself. We have done in-depth research on this topic and have written this for you. 1. – Who is Legally Allowed to Give You a Work Visa?

In India, not every “Immigration Consultant” can sell work visa services. If you are reading from Punjab, which is the biggest hub for the immigration industry and a hotbed for immigration consultancies, then know that there is a huge difference between a local Punjab license and a Central Government license aka Indian Government license.

Punjab Government License (The “State” License)

This license is given by the Deputy Commissioner (DC) office. It is meant ONLY for:

  • IELTS Coaching: Teaching you English language tests such as IELTS, PTE, OET, TOEFL etc. The exams that are needed to apply for the study visa.
  • Study Visas: Helping you get into a college. Study Visa agents need to have this before they can legally operate their offices in Punjab.
  • Ticketing & Tours: Selling plane tickets or holiday packages. These are also known as Travel agencies such as MakeMyTrip, Thomas Cook, Yatra etc. WHile they are national companies, they need Punjab government license to legally operate in punjab via offices.

CRITICAL RULE: If an agent only has a Punjab Govt license, they CANNOT legally give you a job abroad or a Work Visa. If they are talking about “Work Permits,” they are breaking the law.

MEA License (The “Central” License)

The Ministry of External Affairs (MEA) gives a Recruiting Agent (RA) license. Only an agent with this license can legally find you a job in another country. You can identify them by their “RC Number” (Registration Certificate), which usually looks like this: B-1234/PUN/COM/1000+/...

2. The “100 vs 1000” License: What’s the Difference?

When an agent gets an MEA license, they have to deposit a “Security Guarantee” (money) with the government. Not every MEA license is same. Shocked? Well, let us guide you from here again. We hope so far you have understood how this immigration industry works and what are the required licenses needed to run immigration business in Punjab and for work visas in Pan India.

Remember, whether is MEA license or Punjab Govt. license, both have a validity of 5 years and after that, an agent has to apply for the renewal, going through the same stringent process incljding his background check before getting the re-issued license for next 5 years.

  • 100 Capacity License: The agent deposits ₹8 Lakh. They can only send 100 people abroad in the period of 5 years and in some cases, upto 10 years. Their license will have 100 in it. For example, B-XXXX/PUN/PER/100/X/XXXXX/2026 . PUN refers to Recruiting Agent aka RA belongs to Punjab
  • 1000+ Capacity License: The agent deposits ₹50 Lakh. They have “unlimited” capacity to send people in the 5 years and in some cases, upto 10 years. Their license will have 1000 in it. For example, B-XXXX/PUN/PER/1000+/X/XXXXX/2026 . PUN refers to Recruiting Agent aka RA belongs to Punjab

Why should you care? If an agent scams you, the government can seize that ₹8 Lakh or ₹50 Lakh to pay you back! Always check if your agent has enough capacity for the work they are promising.

Understanding the RA License Number (The “RC”) in-depth without missing any detail.

Every legitimate work visa agent must display their Registration Certificate (RC) number. Here is how to break it down using a generic example:

The RA (Recruiting Agent) Number is the agent’s unique digital ID used by the government system, while the RC Number is the physical license string that proves their legal authority to recruit.

B-XXXX / PUN / PART / XXX / X / XXXX / XXXX

  • B (The Series): The letter ‘B’ stands for a commercial business license. It is the standard prefix for professional recruitment agencies.
  • XXXX (Serial ID): This is the unique identification number given to the agency by the MEA.
  • PUN (The POE Office): This tells you which Protector of Emigrants (POE) office the agent is registered under. PUN stands for Chandigarh/Punjab, MUM for Mumbai, and DEL for Delhi.
  • PART (Business Type): This describes the legal structure of the agency.
    • PART: A Partnership firm (multiple owners).
    • PROP: A Sole Proprietorship (one owner).
    • COM: A Private Limited Company.
  • XXX (The Capacity): This is the most important part for your safety.
    • 100: The agent has an ₹8 Lakh Bank Guarantee and can only recruit 100 people.
    • 1000+: The agent has a ₹50 Lakh Bank Guarantee and has “unlimited” capacity.
  • X (Validity in Years): Usually 5 or 10, showing how long the license stays active before needing a renewal.
  • XXXX (File Number): The internal reference number used by the government to track the agency’s history.
  • XXXX (Year of Registration): This tells you when the agency started. An agency with a year like 2009 has significantly more experience than one started in 2025.

The 5-Year vs. 10-Year License

When an agent first applies for a license, the MEA typically grants it for 5 years. This is a “probation” period where the government monitors the agent’s behavior, complaints, and honesty.

If the agent maintains a clean record, follows the fee limits, and helps workers effectively, the MEA may renew the license for 10 years. A 10-year license is a sign of a “High-Trust” agency that has proven its reliability over a long period.


3. How Much Should You Pay? (The ₹30,000 Rule)

This is where most fraud happens. Agents in Punjab often ask for ₹5 Lakh to ₹50 Lakh for a Work Visa. THATS’s ILLEGAL AND A FRAUD. No matter what an agent says that they have expenses to do and have to pay companies for the job offer, for example, LMIA to the employer, don’t listen.

Agreed, many people got their work visas when the IRCC, for example, was highly leniet and distributed the visas like there’s no tomorrow. But immigration is run on the votes and to please the locals if the anti-immigration sentiments become high. We can see that happening in many countries such as Canada, Australia, USA and so on nations.

Thus, if you are still trusting NON MEA agent and hoping you will get refund if your refusal comes, you are living in a fantasy world. Sometimes, an agent has to pay the company or his ties who are working in the country you are applying for in advance.

The Legal Truth: According to MEA rules, a licensed agent CANNOT charge you more than ₹30,000 + GST.

How do agents make money then?

A real, honest agent gets paid a commission by the foreign company that is hiring you. They are paid for finding a good worker. They are not supposed to take lakhs of rupees from the student. If an agent is asking you for a “file opening fee” of ₹2 Lakh, they are a thug.


4. The “Job Letter” Scam (LMIA Fraud)

In countries like Canada, you need an LMIA (Job Letter).

  • Fact: In Canada, it is illegal to sell a job letter. An employer must give it to you for free because they need your labor.
  • The Scam: Agents in Punjab “buy” these letters from shady employers and sell them to you for lakhs. If the Canadian government finds out, you will be banned for 5 years and the agent can go to jail.

5. What Happens if an Agent Commits Fraud?

The Indian government is very strict with licensed agents who break the rules:

  1. License Suspension: Their office is shut down immediately for 30 days.
  2. Forfeiture: The government takes their ₹8 Lakh or ₹50 Lakh deposit.
  3. Jail Time: Under the new BNS (Bharatiya Nyaya Sanhita) laws, cheating and making “fake promises” to students is a big crime that leads to prison.

6. Is the mandatory for an Agent to display the MEA license in the office?

it is absolutely mandatory for a Recruiting Agent (RA) to display their license information. According to the Emigration Act, 1983 and the guidelines set by the Ministry of External Affairs (MEA), a “thug” agent cannot hide their status—the law requires full transparency.

Here are the specific rules for how an agent must display their RC (Registration Certificate) details:

1. Mandatory Office Display (Inside)

  • Conspicuous Place: A photocopy of the Registration Certificate must be prominently displayed at a conspicuous place (a spot where it is easily visible to any visitor) inside the business premises.
  • Branch Offices: If the agent has a branch office, they must display a copy attested by the registering authority with a specific endorsement for that additional location.
  • Original on Demand: While a photocopy is displayed on the wall, the agent must produce the Original Certificate immediately if requested by emigration authorities, law enforcement, or even a prospective employer/emigrant.

2. Mandatory Signboard (Outside)

The law doesn’t just stop at the wall inside; it requires a specific signboard outside the office so the public knows the agent’s status before they even enter.

  • Visibility: The signboard must be fixed so that it is conspicuously visible to the public from outside the office.
  • Required Information: The signboard must include:
    1. The official Name of the Recruiting Agent/Agency.
    2. The Registration (RC) Number.
    3. The Year of Registration.

3. Digital and Media Display

The display rules also extend to how they talk to you online or in print:

  • Advertisements: Any advertisement (Newspaper, Social Media, YouTube) issued by the agent must include their RC Number. If an agent is running ads without a license number, they are violating MEA guidelines.
  • Web Portal: Licensed agents are required to have a website that clearly displays their license details, job listings, and grievance support.

4. Penalties for Non-Display

If an agent fails to display these details, they are in violation of the “Terms and Conditions” of their license. This can lead to:

  • Suspension or Cancellation: The MEA can shut down their office and suspend their license.
  • Legal Prosecution: Under Section 24 of the Emigration Act, violating the terms of the certificate is a criminal offense punishable by imprisonment.

7. How to Check Your Agent in 2 Minutes

Before you give even ₹1 to an agent, do this:

  1. Go to the official eMigrate.gov.in website.
  2. Click on “List of Active RAs.”
  3. Type the agent’s name.
  4. If their name is not there, DO NOT give them money.
