Question: Some people claim that not enough of the waste from homes is recycled. They say that the only way to increase recycling is for governments to make it a legal requirement. To what extent do you think laws are needed to make people recycle more of their waste?

Give reasons for your answer and include any relevant examples from your experience. You should write at least 250 words.

Answer of Cambridge Book 11 Test 2 Academic Writing Task 2  

Some argue that waste from homes is not recycled enough, and they suggest that the only effective solution is to enact laws that would make recycling a legal compulsion. I completely agree with this statement because everyone is afraid of the fines, and people will have clear guidelines on recycling properly.

Making recycling a legal requirement would be effective because people generally want to avoid being fined. If such legislation were implemented, people who used to dispose of their garbage without bothering to recycle would abide by the rules to avoid penalties and save their hard-earned money. Thus, more waste could be collected and transformed into new products through recycling. For instance, Germans take recycling seriously because violating environmental laws results in heavy fines and doing months of community service, such as cleaning the streets.

Another reason is that if the government makes something law, it provides explicit instructions so people know what to do. To explain, countries with recycling laws usually include recycling in school curricula, and they also distribute information by mail and display instructions near recycling bins, making people well-informed about how to recycle. The Japanese government, for example, has implemented policies to educate its citizens from an early age by adding it to school activities and broadcasting advertisements on television about the benefits of recycling and how to do it, making it one of the leading countries in recycling.

In conclusion, this essay totally believes that introducing laws is the only solution to encourage households to recycle more waste because people want to avoid getting fined and would become more aware of how to recycle properly.
